Troubleshooting HP Software and driver downloads for HP printers

Your HP printer may refuse to install software due to several reasons and it can be an error with the printer. In some cases, it is an issue with your PC and therefore, it is better to identify the root cause of the problem first.
Uninstall any instance of the device
To begin with, remove the cable connection (USB) from the printer in case it is connected
Navigate to Control panel ->Programs and feature
Choose all instances of the HP Officejet 4650 printer and remove them
And then navigate to Control panel -> go to the Devices and printer menu -> choose all the printer instances and uninstall the device
Your personal computer must be re-booted at this point in time
Select the START menu button on desktop (varies with the OS version)
Search for device manager in the search box and select Device Manager from the menu
When open, select the VIEW option (which is a tab) in the top and then choose the SHOW HIDDEN DEVICES menu
Next open the device manager list menu after which check every instance of the printer
In case there is an instance available, then choose the UNINSTALL option
In the pop-up window ensure that you choose the DELETE option which will remove all the driver files
Also, verify the instances that may under the print queue menu or under the imaging devices menu
Reiterate the same exercise and then remove any printer instance found under the unknown device menu
Once done, close device-manger
